Bill C-36 promises long-overdue privacy reform, replacing PIPEDA with stronger rights language, tougher enforcement, and new data-governance tools. But weakened regulator independence, “valid” rather than “meaningful” consent, and constrained remedies undercut its rights-based promise for Canadians.
