The Canadian Association of Internet Providers (CAIP) has asked the CRTC to stop Bell Canada from throttling P2P traffic generated by their customers, arguing that such throttling is a breach of contract, is contrary to the Telecommunications Act rule (s.27(2)) which prohibits unjust discrimination by telecom carriers, and involves inappropriate invasions of customer privacy.  CAIP members are retail ISPs who lease lines from Bell Canada.  A decision from the CRTC is expected by September 2008.
