The Canadian Association of Internet Providers (CAIP) [1] has asked the CRTC to stop Bell Canada [2]from throttling P2P traffic generated by their customers, arguing that such throttling is a breach of contract, is contrary to the Telecommunications Act [3] rule (s.27(2)) which prohibits unjust discrimination by telecom carriers, and involves inappropriate invasions of customer privacy. CAIP members are retail ISPs who lease lines from Bell Canada. A decision from the CRTC is expected by September 2008.
